A new Notice of Commencement permit has been filed by Disney for work near where the entrance to the all-new Monsters Inc. land door vault roller coaster will be located. We noticed some interesting work taking place near the exit to MuppetVision 3D a week ago, and now a permit has been filed for the same address. Here’s what we know and what we think we know (a Venn diagram that we’d like to overlap more often).
Permit for Mystery Work Possibly Linked to Monsters Inc. Land
We’ll start with what we know and then try to link it to what we’ve observed. On the facts front, we know that a new Notice of Commencement permit was filed yesterday for an address matching the former Streets of America facade that we’ve been keeping an eye on. The permit offers almost no information as to the scope of the work, partially because the contractor on the permit is Disney’s in-house team called Buena Vista Construction Company. While permits to third-party vendors sometimes offer a useful description, BVCC sticks with the nondescript “provide labor, material and/or electrical for construction” description of the work.
With a standard 1-year expiration timeframe, we don’t even get insight into the scope of the work. Typically, if work is set to last more than a year, we can surmise that the work will be extensive and thus likely linked to a larger project. That said, we still might be able to link this permit to a larger project, even if the contracted work in this permit won’t result in a new ride.

In short, my thought is that Disney recently painted the former Streets of America structure sky blue because they want to keep the structure for something in the upcoming Monsters Inc.-themed land. Painting it blue will make it less noticeable (and less ugly) for the next five months before the land closes to guests completely. By beautifying this structure, Disney is signaling its intent to keep the structure for something in the future. The only thing in the future for this particular corner of Disney’s Hollywood Studios is the Monsters Inc. land.
