Another arrest at Walt Disney World has been made.

“After being secured in handcuffs, a spit mask was subsequently placed on Pagan for his and officers’ safety,” the report detailed. “When he became responsive again, he appeared as though he was going to throw up, and so, for Pagan’s safety, the spit mask was briefly removed.” However, upon removing the mask, Pagan spat directly at a deputy’s arm, prompting officers to secure the spit mask once more.

Pagan now faces charges including two counts of battery on a law enforcement officer and resisting an officer with violence—both third-degree felonies—as well as disorderly intoxication, a second-degree misdemeanor. Represented by the Public Defender’s Office, Pagan has entered a not guilty plea, with a trial date set for January 21, 2025.

Pagan’s arrest wasn’t the only recent incident at Disney Springs. Earlier in August, another Florida resident, Ryan Tomasko, 38, was taken into custody for disruptive behavior. According to reports, Tomasko resisted authorities, locking his legs to avoid being escorted out and gripping deputies’ arms. The incident unfolded in front of a crowd at Disney Springs, where many were gathered to watch the drone show, Disney Dreams That Soar.

Just weeks later, on October 7, yet another arrest was made at Walt Disney World, this time involving a Texas man, Andrew Dixon. Dixon, 35, was accused of pushing a stroller—with his child inside—into a Disney cast member after a confrontation near Cinderella Castle. The altercation reportedly stemmed from the cast member directing Dixon’s family away from a closed area in preparation for the evening fireworks show.

According to the arrest affidavit, the cast member stated that Dixon used his shoulder and stroller to push past her, running over her feet in the process. A witness corroborated the cast member’s account, noting that Dixon made contact with her and allegedly “flipped her off” as he walked away. Dixon, however, has pleaded not guilty and insists he was attempting to find a spot for the fireworks while navigating around a crowd.

His attorneys have questioned Disney’s assertion that no video of the incident exists, expressing confidence that surveillance footage, if found, would clear Dixon of any wrongdoing.

Disney’s Rules and Regulations: What Guests Can’t Do and Behaviors That Lead to Expulsion

4. Costumes for Adults

To avoid confusion with Disney’s cast members, guests over 14 are generally prohibited from wearing costumes that resemble Disney characters. While children are encouraged to dress up, adult costumes are restricted, particularly during non-costume events.

5. Obstructive Filming and Unauthorized Photography

Photography is permitted in most areas of the park; however, large camera rigs, drones, or any equipment that could obstruct other guests or compromise safety are not allowed.

6. Line Cutting and Queue-jumping

Line-cutting is strictly against Disney’s policies, and guests are expected to remain in the queue order. Disney security officers monitor popular rides to ensure that everyone has an equal chance to enjoy the attraction.

7. Physical Assault or Verbal Harassment of Cast Members

Disney’s cast members are trained to handle crowds and maintain a safe environment, but any form of physical or verbal harassment toward them can lead to serious consequences, including arrest or permanent ban from Disney properties.

8. Non-Compliance with Safety Instructions

Guests are expected to follow all posted safety rules and cast member instructions. Ignoring these guidelines can not only jeopardize the safety of others but may result in immediate expulsion from the attraction or park.
